of the 17th March and for your offer to

release C.B.B. Heathcote-Smith on secondment

to Hong Kong for about three years to fill

the appointment of Political Liaison Officer.

We are most grateful for this offer.

As I am sure you will appreciate,

my Secretary of State would like to consult

the Governor before taking a final decision.

He is doing so by cable and I will write

again as soon as the Governor's reply is
